Jean Paul helps organizations build frameworks that connect data, learning, and decisions across the program cycle. At DevelopMetrics, he works with clients to clarify priorities, map information needs and data flows, and design human-centered, AI-assisted workflows that turn scattered data sources into structured, traceable insights for project design, monitoring, adaptive management, portfolio learning, reporting, and impact measurement.

Before joining DevelopMetrics, Jean Paul spent nine years at USAID strengthening the planning and use of data and research across programs and portfolios through methodological rigor, stakeholder engagement, quality assurance, and staff capacity building. He has also led research, impact evaluations, randomized controlled trials, and econometric studies across international development contexts. Jean Paul holds a PhD in Agricultural and Resource Economics from the University of California, Davis, and Master's degrees in Behavioral and Experimental Economics and International and Development Economics.
