The algorithm structures those inputs so adjudicators can compare cases, identify gaps, and review claims more consistently in complex property-rights environments.

A clearer evidence base for claims review

Land and tenure claims in complex property-rights environments depend on many kinds of evidence: claimant information, program records, government registry data, and contextual material. For IOM Philippines, the challenge was to help review teams compare claims consistently while keeping gaps, conflicts, and registry matches visible.

The land-tenure algorithm organizes those inputs into a repeatable adjudication workflow. It supports review before decisions are made, not after. Adjudicators can see claimant information alongside registry evidence, identify missing records, compare similar cases, and work from a clearer evidence base when resolving claims and supporting tenure security.
